The City Transport and Traffic Management Office (CTTMO), in coordination with the Department of Public Works and Highways (DPWH), is now preparing the signages to be placed in conspicuous areas with the passage of the Speed Limit Ordinance of Davao City.

CTTMO Chief Dionisio Abude told reporters after Monday’s flag ceremony the signages will be placed on city roads and national roads.

“Naa nami mga design, naa nami coordination with the DPWH asa dapit ipamutang (We already have a design, we have a coordinated with the DPWH where will we put them),” Abude said. He said the CTTMO will also coordinate with the City Information Office for the dissemination of the new speed limit and its effectivity.

“Maghulat pa pud mi sa Sanggunian kung humana ang requirement sa publication, circulation sa newspaper and [update] kung naaprubahan ba sa atong mayor, so while mao na ang ginahimo karon sa ordinance kami pud sa side sa CTTMO, CIO and DPWH nagaprepare mi sa atong installation sa mga signages (We will wait for the Sanggunian to accomplish the publication, circulation in newspapers and the update on the approval of the mayor, so while awaiting the developments, the CTTMO, CIO, and DPWH are preparing for the installation of signages),” he said.

Abude said that they have already identified areas, specifically those where the speed limit has been changed.

There are specific areas where the previous speed limit of 60 kilometers per hour (kph) will become 40 kph while some with a speed limit of 60 kph in the past would have 80 kph.

He added that they will also coordinate with subdivisions and barangays to identify areas where the signage will be installed.

Abude said that they recommended these amendments due to observations made on the ground.

“Sayang man gud ang isa ka street nga pwede diay siya mabutangan og 40 instead of 30 kay tungod sa maong area dili kaayo siya delikado pwede siya og ana nga speed mao na nga duna ta’y amendments. Ang nagrecommend ana dili lang ang among opisina, apil pud ang Highway Patrol, naa pud ang Traffic group. (We want to make use of the portion of the street which can have a speed limit of 40 instead of 30 because it is not that risky and it can have that speed limit so we have these amendments. The one recommending these is not only our office but also the Highway Patrol and the Traffic Group),” Abude said.

The effectivity date of the amendments will be announced on the Facebook pages of the CTTMO and the City Government of Davao.

The 20th Sangguniang Panlungsod approved on August 1, on the third and final reading, the Speed Limit Ordinance of Davao City provides the prescribed speed limits on the roads, the exceptions, and penalties.

Based on the ordinance, a speed limit of 80 kph will be imposed on designated open roads (major roads) from Lacson to Marilog District-Buda Boundary; from Carabao Monument Waypark to Binugao-Sta Cruz Boundary; and from Bunawan Crossing to Lasang-Panabo Boundary.

A speed limit of 60 kph shall be followed on designated open roads (major roads) within Davao City such as from Ulas Crossing to Carabao Monument Waypark; from Crossing Panacan to Bunawan Crossing; and within the Davao City Coastal Road. A speed limit of 30 kph will be followed in all feeder/minor roads branching out of these major roads and 60 kph will be followed in low-density residential areas.

A speed limit of 40 kph will be followed in designated through streets of local and national roads, whether primary or secondary roads.

A speed limit of 30 kph will be implemented on city streets within Davao City unless otherwise provided, and the designated interior roads circumscribed by through streets.

A speed limit of 20 kph shall be followed in all public subdivision roads, barangay roads, and school zones.

The maximum allowable speed for light vehicles and motorcycles is also different from trucks, buses, and passenger vans.

Violators of the ordinance shall face Php 5,000.00 for the third and subsequent offenses, Php 2,000 for the second offense, and Php 1,000 for the first offense.
These speed limits would become effective after the ordinance is signed by Mayor Sebastian Baste Duterte and after the publication requirement is done. CIO
