Davao City recently received the ideal percentage of 84.82 percent in the audit for the functionality of the Local Council for the Protection of Children, which was conducted by the Inter-agency Monitoring Task Force spearheaded by the Department of the Interior and Local Government, for year 2023, with 2022 as the base year.
āThere are levels of functionality of rating ang category for LCPC functionality assessment, ideal is the highest at 80-100 %,” said Special Office for Children’s Concerns (SOCC) Head Consorcia Ronquillo, in an interview with the City Information Office on Wednesday.

She said that indicators for the LCPC functionality are: 15 percent for Organizational Sustainability in Davao City, 30 percent for policies and plans for children, 25 percent for budget for the Local Council for the Protection for Children, and 30 percent for service delivery, monitoring and management of children.
She said that the SOCC,as the secretariat of the Local Council for the Protection of Children (LCPC), is challenged to do more, and will focus on monitoring the level of functionality of the Barangay Council for the Protection of Children (BCPC).
Ronquillo said that they are strengthening the BCPCs because some are affected easily by change of administration, especially in the turnover.
“Ato gyud na nga gina-strengthen gyud sila, kay dili gyud malikayan na naa’y mga medyo huyang pa pud sila for change of administration labi na sa pag turn-over kanang dili masustain ang ilang work and financial plans and even sa accomplishment reports didto gyud na siya and also need gyud og technical assistance that is why diri sa amoang opisina wala mi nagmakulang sa sige’g pagtuyok-tuyok nato sa 182 barangays just to collect, monitor and evaluate ang ilahang indicators nga sa ilaha pud nga level mahimo pud silang ideal (We are strengthening them because we cannot deny that some are still quite weak for change in administration, especially in the turn over, they cannot sustain the work and financial plans and even accomplishment reports, it is in that part also that they need financial assistance that is why in our office, we are really diligent in going around the 182 barangays to collect, monitor, and evaluate all the indicators so that they may become ideal),” Ronquillo said.
Ronquillo said that in the barangays they also rated if they have functionality if they have 20 percent and Below- Basic, 21-50 percent Progressive, 51-79 percent Mature, and 80-100 percent Ideal with the same indicators as DILG.
“Last year, we only got one barangay with an ideal rating, karong tuiga naa namaāy result naka 15 ideal barangays nata and we are aiming nga hopefully malampas sa katunga ang atong ideal sa atoang tanan nga barangay kay maka-apekto gyud ni siya sa kinatibuk-an nga siyudad (Last year, we only got one barangay with ideal rating, this year we already have a result, and we have 15 “ideal” barangays and we are aiming that hopefully more than half of the total barangays will also get ideal rating because they really affect the overall rating of the city),” Ronquillo said. CIO
