The City Social Welfare and Development Office held the “Panagtigum ug Kulukabildo sa mga Bata”, with children in street situations and child laborers as participants on October 23-24 at Eden’s Nature Park.

CSWDO Social Work Associate and Children in Need of Special Protection (CNSP) and Children at Risk (CAR) Focal Person Mark Timbang, in an interview with the City Information Office on Tuesday, said that the purpose of the congress was to provide an avenue for the children to raise their issues.

“Ginahatag nato ni para mapadayag nila ang ilahang kasinatian, ilang problema nga gi-atubang while they are on the streets and while they are on their working environment ug ang sitwasyon sa ilahang pamilya. Kini atong paagi nga makabuhat ta, ma-assess nato sa atoa sa lokal nga panggamhanan ang mga action para sa paghatag og serbisyo sa mga bata and mismo sa ilahang mga pamilya (We provided this avenue for them to share their experience, the problems they face while they are on the streets and while they are in their working environment, and also the situation of their families. This is way for us to make, to assess in the local government, actions to provide service for the children and also for their families),” Timbang said.

He said that the two-day activity started with conversations between the children, where they identified their common issues and where they also raised their experiences. The main output of the children is a creative presentation with a call to the stakeholders to address their situation.

Timbang said that the majority of the 74 participants are children in street situations, and the remaining are child laborers.

“Common issue gyud is, nganong naa sila sa kalsada and nanarbaho sila ug nanginabuhi sila– kawad-on sa pamilya wala’y trabaho ang ginikanan, ang atoa pud ginikanan naa’y limitasyon sa ilahang education, pila naigo sa pandemic and naglisud og balik (The common issue is, the [main] reason why they are on the streets and they are working– and that is the poverty of their family, parents without a livelihood, where the parents have limited educational attainment, some of them are hit by the pandemic and were not able to easily bounce back),” Timbang said.

He added that the participants are from different district offices of the CSWDO that are under the Comprehensive Program for Children in Street situations, including IPs and Badjaos. No IPs attended; however, some Badjao children were able to attend.

The youngest participant was eight while 17 is the oldest.

The Department of Social Welfare and Development Office Focal on Comprehensive Program, during the event, provided the children with input about their situation.

“Ang DSWD Focal sa Comprehensive Program naghatag og pagpasabot sa kahimtang sa children in street situation and unsa ang child labor kay para klaro sa mga bata nga ang ilahang ginabuhat dili haom, dapat naa sila sa eskwelahan and ma-enjoy ang ilang katungod (The DSWD Focal for the Comprehensive Program have an explanation on the situation of the children in street situation and what is child labor so that it is clear to the children that what are doing is not proper because they should be at the school enjoying their rights),” Timbang said.
