With the awarding of the ISO 9001:2015 certification to the Quality Management System of the City Government of Davao (CGD) on September 21, 2022, it takes on another challenge– to continually improve its existing procedures.

For this reason, the 2022 Internal Quality Audit (IQA) was conducted to assess CGD’s conformance with the requirements of the ISO 9001:2015 standard.

Conducted annually, the IQA commenced on September 7 and ended on December 16, 2022.

The IQA team has 36 Internal Quality Auditors consisting of employees from the different offices in the City Government of Davao who were divided into 15 audit teams. Each team was assigned processes to audit which comprises the three major processes of the city government namely management, operational, and support services.

There were 266 processes audited relating to leadership and governance, planning, policy development, improvement management, performance management, economic development, fiscal management, infrastructure, public administration, social services, support services, human resources, financial management, communications management and general services.

In total, the IQA Team identified 39 risks and 19 nonconformities for the calendar year 2022. The auditors also noted 283 opportunities for improvement and 233 positive findings and good practices from the offices which are all set out in the Audit Findings Report.

Internal Quality Audit Team Leader Genevieve Gamueta said the City Government of Davao, through the conduct of IQA, was found to be generally compliant with the ISO 9001. The results of the IQA shows that the departments and offices were doing their responsibilities to adhere with the applicable regulatory frameworks and to maintain, if not improve, the quality of products and services they offer.

Quality Management System Leader, Atty. Sarah Phoebe Paclibar, said she cannot stress enough the importance of the Internal Quality Audit – it being the primary mechanism in evaluating whether the system is continuously conforming to the ISO 9001:2015 requirements.

“Aside from being required by the ISO standards, we are also conducting Internal Quality Audit to ensure the continual improvement of the city government. This is value-adding to our organization in the sense that it helps in the achievement of our objectives which is to deliver public service in an effective and efficient manner,” Paclibar said.

She added that with this, the City Government of Davao is truly paving its way towards its vision to meet client’s satisfaction for having programs, projects and policies that are geared towards making Davao City a livable city. CIO
