As the City Government of Davao (CGD) continues to implement Republic Act No. 11032 or the ā€œEase of Doing Business and Efficient Government Service Delivery Act of 2018ā€, the Anti-Red Tape Authority (ARTA) ā€“ Eastern Mindanao Regional Field Office, led by Regional Chief Engr. Rhuelo D. Aradanas, MPA, conducted a Refresher Course on the said law on October 26-27, 2023.

The activity was attended by all offices of the local government unit (LGU).

ARTA extensively discussed on the first day the salient features of R.A. 11032, the creation of the Committee on Anti-Red Tape (CART), Harmonized Client Satisfaction Measurement (CSM), and implementation of the Citizenā€™s Charter. The participants raised several questions, which, ARTA representatives answered.

On the second day, guidelines on Zero Backlog and orientation on the Whole of
Government Re-engineering were tackled and a workshop was conducted as well.

ā€Attending the Refresher Course on EODB Law for the first time makes me feel reassured that all LGUā€™s efforts in International Organization for Standardization (ISO) certification are prioritized especially in streamlining processes and in decreasing bureaucratic obstacles,” Cindy A. Cruz, an attendee from the City Health Office, said.

ā€œAs we embark on this Refresher Course, let us do so with a collective understanding of the impact this law holds for our city and our nation. Together, we will pave the way for a more prosperous, dynamic, and competitive Davao City. May this course be a significant step towards even greater heights of efficiency and progress,ā€ Mayor Sebastian Z. Duterte, said in his commitment message delivered by Atty. Sarah Phoebe L. Paclibar, Vice-Chairman on CART.
