The Davao City Library and Information Center (CLIC) Local Library Board (LLB) was recently reconstituted through an executive order (EO).

Mayor Sebastian “Baste” Duterte issued EO No. 64, Series of 2022, on November 15.

EO 64 cited the Implementing Rules and Regulations (IRR) of the Republic Act (RA) No. 7743, under Section 13, Article X, which provides that the LLB shall be organized in every public library to act as an advisory body and policy-setting authority in fulfilling the mandate of delivering quality service, providing stability, and continuing its services to the community.

The new EO also referred to the same RA that mandates the establishment of public libraries and reading centers that shall form an integral part of the development plan of each local government unit (LGU).

The LLB shall be composed of the city mayor as the chairperson and the Department of Education (Deped) Davao City Schools Division Superintendent as the vice chair.

LLB members include the chairman of the Sangguniang Panlungsod Committee on Education, the city treasurer, the city budget officer, the Sangguniang Kabataan representative, and the Philippine Librarians Associations, Inc. Davao Region chairperson.

The Office of the City Librarian shall serve as the LLB secretariat.

The LLB is mandated to determine, in accordance with the criteria set by the National Library of the Philippines, the annual supplementary budgetary needs for the operation and maintenance of the government libraries within the city, as well as the supplementary local cost of meeting such needs, which shall be reflected in the form of an annual library board budget; authorize the treasurer to disburse funds pursuant to the budget prepared and in accordance with the existing rules and regulations; and serve in an advisory capacity on matters pertaining to library operations and services.

The Board shall also create committees that shall advise local library agencies on matters such as, but not limited to personnel selection and promotion, bids and awards, grievances and complaints, personnel discipline, budget review, operations review, and other similar functions; find ways and means in increasing the book and non-book collection of the library and in improving the facilities of the library; act as bridge and advocate between the library and community; and establish partnerships and linkages with educational institutions, regional, provincial, city, or any other organizations that support library programs and services.

All LLB members, however, shall perform their duties without compensation or remuneration. But members who are non-government officials or employees shall be entitled to necessary traveling expenses and allowance, which are chargeable against the funds of the LLB, subject to existing accounting and auditing rules and regulations.
