The City Government of Davao, in its bid to implement the Meetings, Incentives, Conventions, and Exhibitions (MICE) Ordinance of Davao City, has identified official members of the MICE Board.
The Board was constituted through Executive Order No. 24 Series of 2023 or An Order Constituting the Davao City MICE Board, Prescribing its Powers and Functions, and for other purposes, which was signed by Davao City Mayor Sebastian Baste Duterte on September 1, 2023.
The Executive Order was issued to satisfy the need to identify the official members of the MICE Board, including the newly appointed private sector representatives so that they can develop the general direction for interaction among government agencies and stakeholders, create relevant programs and projects, and aid the legislative and executive branches in policy formulation.
As provided under Section 4 of the Davao City Ordinance No. 0979-22 Series of 2022 or the MICE Ordinance of Davao City, the MICE Board of Davao City shall be the primary planning and coordinating body in the development and promotion of Davao City as a MICE destination. It will undertake systematic measures and plans appropriate to the efficient and effective provision of MlCE-oriented and MlCE-related services, activities, and programs.
Section 2 of EO 24 states that the board will formulate MlCE-related plans and programs, as well as rules and regulations that shall govern the operations of all MICE enterprises; serve as a coordinating body for the development and promotion of the MICE Industry in Davao City; develop policies intended to support and encourage MICE stakeholders to engage in the conduct of MICE in the City; enlist the assistance of national agencies and private sector organizations, as may be necessary, useful, and incidental to the effective and efficient implementation of this Executive Order; develop comprehensive local and global strategies that can increase the competitiveness of Davao City as a MICE destination; adopt mechanisms to market and set the direction of the MICE Industry in Davao City; and perform such other powers and functions as necessary.
The board shall be chaired by the City Mayor while a representative from the Private Sector will serve as vice-chairperson. The City Tourism Officer will function as the secretariat. The Davao City Tourism Operations Office (DCTOO) shall serve as the Technical Secretariat of the Board.
The Board shall have for its members the chairman of Sangguniang Panlungsod’s Committee on Tourism and Beautification, the chairman of the Committee on International Relations, the chairman of the SP’s Committee on Finance, Ways and Means and Appropriations chairperson, the Davao City Police Office City Director, the Public Safety and Security Office Officer-In-Charge, Regional Representative of the Department of Tourism XI, Davao Tourism Association President, Davao City Chamber of Commerce and Industry Chairman for Tourism, and Davao International Airport Authority’s President.
Also forming part of its members are representatives, one each, from the primary and secondary tourism sectors such as MICE Venues, event suppliers, travel and tours, professional congress/event organizers, tourist transport sector, and restaurants.
The membership of the Board may be increased by the Sangguniang Panlungsod through the recommendation of the Board as it may deem necessary for the effective implementation of the provisions of the Executive Order. CIO
