As Davao City prepares to ease lockdown measures against coronavirus, Davao City Mayor Sara Duterte will issue a new directive to guide Dabawenyos on movements under a General Community Quarantine (GCQ).
Mayor Inday said the measures under new directive will conform to the Inter-Agency Task Force (IATF) Omnibus Guidelines Section 3 on the Implementation of Community Quarantine in the Philippines, and the Department of Trade and Industry (DTI) Memorandum Circular 20-22.
“Kani ang gamiton nato nga basehan sa pagbuhat nato sa atoang Executive Order para diri sa Davao City to guide everyone (These – IATF Guidelines and DTI memo will be are our basis in making our Executive Order here to guide everyone),” she said during an interview with the Davao City Disaster Radio (DCDR).
The mayor said the EO will be posted tomorrow although not yet in effect, will serve as an advance guide for Dabawenyos to prepare for the new measures.
“Kung dili ta mahinayon sa GCQ, dili nato officially i-release ang atoang executive order. Atoa lang ipagawas ugma ang draft para makaandam namo. Kumbaga ang inyohang makuha ugma is an advance copy (If we will not shift to GCQ, we will not officially release the executive order. We will just present the draft tomorrow so everyone can prepare. What you will see tomorrow is an advanced copy),” the mayor said.
Mayor Inday reiterated that the guidelines under IATF and the DTI memorandum on reopening of some the establishments will be followed.
Among those that will be given a go-ahead for full operation capacity are those engaged in agriculture, forestry, fisheries, Agrarian Reform Beneficiaries (ARBs), fisherfolk, agri-fishery stores and its entire value chain; manufacturing and processing plants, basic food products, essential products, medicine and medical supplies, all food and non-alcoholic beverages, essential hygiene products; hospitals, medical clinics, and health clinics such as dermatological, dental, optometric, and Eye, Ear, Nose, Throat (EENT); retail establishments such as groceries, supermarkets, hypermarkets, convenience stores, public markets, pharmacies and drug stores; laundry shops (including self-service); food preparation establishments for take-out and delivery only, and water-refilling stations; logistics service providers like cargo handing, warehousing, trucking, freight forwarding, and shipping line; delivery services (food and non-food); power, energy, water, information technology, telecommunications supplies and facilities, waste disposal services, property management, building utility services; electricity, gas, steams, and air-conditioning supply services, sewerage (except emptying septic tanks); repair and installation of machinery and equipment; real estate Activities; telecommunications companies, internet service providers; energy companies, gasoline stations; construction works accredited by the Department of Public Works and Highways (DPWH), construction works manufacturing companies and suppliers; and media establishments.
The sectors allowed to operate partially (50 percent) up to full operation capacity are other manufacturing activities like beverages, cement and steel, electrical machinery, wood products, furniture, among others; mining and quarrying; electronic commerce companies; postal and courier delivery services; export-oriented companies, repair of computers and personal and household goods; funeral and embalming Services; veterinary clinics; and security and investigation activities.
Industries allowed to operate 50 percent work-on-site arrangement, work-from-home, and other alternative work arrangement includes Business Process Outsourcing (BPO); Banks and money transfer services, pawnshops; capital markets including but not limited to Bangko Sentral ng Pilipinas, Security and Exchange Commission, among others; trust corporation; legal and accounting; management consultancy activities; architecture and engineering activities, technical and testing analysis; scientific and research development; computer programming; publishing and printing activities; motion picture, video and television program production, sound recording, music publishing activities; rental and leasing activities; photography services; employment activities; malls and commercial centers; and other retail establishments like wholesale and retail Trade of Vehicles including their parts and components, repair shops, among other.
Among those that are still not allowed to operate under GCQ are gyms/fitness studios, sports facilities; entertainment Industries like cinemas, theaters, karaoke bars, comedy bars, among others; Kid Amusement Industries namely playgrounds, rides; libraries, archives, museums; tourist destinations such as parks, resorts; travel agencies; gambling and betting like cockfighting, casinos, the like; personal care services like massage salons, sauna bath establishments, spas; and other amusements and leisure that promote mass gathering.
