Davao City Mayor Sebastian Z. Duterte issued Executive Order No. 9, Series of 2023 on April 12, 2023, reconstituting the Gender and Development Focal Point System (GFPS) Executive Committee and its Technical Working Group. The order complies with the Magna Carta for Women (MOA), which aims to promote women empowerment and ensure equal access to resources and development outcomes.
The reconstituted Executive Committee and its Technical Working Group will be composed of the city mayor as the chairperson, the city administrator as the alternate chairperson, the city vice mayor as the vice chairperson, and other members such as Sangguniang Panlungsod chairpersons of the Committee on Women, Children & Family Relations and Committee on Finance, Ways and Means, and Appropriations.
The heads of the City Mayor’s Office, City Vice Mayor’s Office,
Office of the City Planning and Development Coordinator, Office of the City Legal Officer, City Health Office, City Accountant’s Office,
City Social Welfare and Development Office, City Assessor’s Office,
City Budget Office, City General Services Office, City Engineer’s Office,
City Agriculturist’s Office, Secretary to the Sangguniang Panlungsod,
City Human Resource Management Office, City Economic Enterprise Office, and City Environment and Natural Resources Office are also members, along with the Liga ng mga Barangay and Sangguniang Kabataan presidents are also members of the committee.
Completing the committee are representatives from the Philippine National Police (PNP) Women’s Desk, Indigenous Peoples (IPs),
persons with disabilities (PWDs), private sector, academe, and recognized and/or accredited non-government organizations (NGOs).
The head of the Integrated Gender and Development Office will spearhead the secretariat.
The GFPS aims to mainstream GAD perspectives in LGU policies, plans, and programs; assist in formulating and enhancing policies such as the Women Development Code, for women empowerment and gender equality; set up systems for generating, reviewing, and updating sex-disaggregated data or GAD database for gender-responsive planning and budgeting; and coordinate efforts of LGU divisions/offices/units and advocate for GAD integration in all systems and processes.
It shall also spearhead the preparation of the annual Davao City GAD Plan and Budget (GPB) following prescribed procedures; monitor the effective implementation of the annual GPB, GAD Code, and other policies; prepare the annual LGU GAD Accomplishment Report (GAD AR) and other required GAD reports; strengthen linkages with other LGUs and agencies working on women’s rights and gender and development; promote the participation of women, gender advocates, and civil society groups in the development planning cycle; and capacitate all LGU personnel on GAD through appropriate capacity development program.
