The City Government of Davao issued Executive Order (EO) No. 66, Series of 2022, reconstituting the Constructors’ Performance Evaluation System (CPES-IU) Implementing Unit.

The CPES-IU in the City Government of Davao was created through EO No. 35, Series of 2021, which was issued on June 7, 2021.

“The City Government of Davao recognizes the need to create a separate unit that will oversee the CPES implementation for quality and performance control in roads, bridges, drainage and flood control, building projects, and all other infrastructure projects,” E0 66 provides.

The CPES-IU, according to EO 66, is reconstituted to lead the implementation of Section 13, Annex E of the Revised Implementing Rules and Regulations (IRR) of R.A. 9184 or the Government Procurement Reform Act and other related laws.

It shall consist of the city mayor as chairperson, city administrator as co-chairperson, and the members are the assistant city administrator for administration, City Engineer’s Office, City Planning and Development Office, Philippine Institute of Civil Engineers (PICE) Davao City chapter president, Office of the City Building Official, City Legal Office, City General Services Office, City Mayor’s Office-Internal Audit Service Division, Infrastructure Development Committee-City Development Council chairperson and vice-chairperson.

“The CPES-IU shall act as the City Government of Davao’s overall coordinating unit in the implementation of the CPES guidelines in compliance with the IRR of RA No. 9184 and shall be the direct link of the CIAP-Philippine Domestic Construction Board (PDCB) in CPES matters,” the new EO states.

Among CPES-IU’s technical functions are to undertake the accreditation process of the evaluators, which consists of pre-screening and endorsement of application of CPE applicants, and facilitating the conduct of CPES required training and seminars; undertake yearly performance evaluation of CPEs; update CPE members on the latest developments and other technical functions; orient resource persons/ witnesses; review and prepare CPES reports and recommend appropriate actions based on the CPES Rating; and assign its accredited CPE staff member/s to act as individual CPE/s or member/s of the CPE group/team as required.

The unit’s administrative/coordinative functions: list all projects to be subjected to evaluation using CPES and identify/assign personnel to compose the CPE; schedule orientation seminar on CPES for in-house CPE members and resource person/witnesses; generate latest project status, schedule CPE site visits, coordinate visit with the head of the Procuring Entity and constructor concerned, and file/safe keep all CPES-related documents; provide the CPE with CPES documents implementing guidelines and forms, and prepare CPE travel documents as required; and data banking and dissemination of CPES reports and documents to all concerned users within the agency, CIAP’s Philippine Domestic Construction Board (PDCB), and other interested users.

EO 66 also creates a CPES-IU Technical Working Group (TWG_ to assist the CPES-IU in the implementation of Section 13, Annex E of the Revised IRR of R.A. 9184 or the Government Procurement Reform Act and other related laws.

The City Planning and Development Office shall serve as the CPES-IU secretariat.
