Acting Mayor Sebastian Duterte recently signed Executive Order (EO) No. 26, Series of 2022, known as “An Order Creating And Mobilizing The City Planning Team (CPT) For The Preparation Of The Comprehensive Development Plan (CDP), Designating Its Composition, Roles, And Responsibilities And For Other Purposes,”  effective June 15, 2022.

EO 26 cited the Local Government Code or RA 7160, which mandates local government units (LGUs) to prepare a Comprehensive Development Plan that outlines the key goals and objectives, challenges, and concerns facing LGUs and a set of programs, projects, and policies to attain its vision and mission towards sustained socio-economic development.

RA 7160 and EO No. 72 Series of 1993 also provide that LGUs shall, in conformity with existing laws, continue to prepare their respective comprehensive land use plans enacted through zoning ordinances which shall be the primary and dominant bases for the future use of land resources.

EO 26 also said that RA 7160 provides that the Local Development Council (LDC) is the body mandated by the Local Government Code of 1991 (LGC) to prepare the multi-sectoral development plan of a local government unit (LGU).

“Thus, it is critical to ensure that the LDC, as well as its functional and sectoral committees, as providers of technical support

and assistance is constituted and activated, including the technical working group for that purpose,” the new EO added.

The CPT shall be composed of:

A Planning Core Group (PCG) that consists of the City Planning and Development coordinator, Department of the Interior and Local Government, City Disaster Risk Reduction and Management Office, City Environment and Natural Resources, and Liga ng Barangay president;

 A Planning Support Group (PSG) comprised of a Technical Staff, Department of Education Dist. superintendent, City Health Office, City Social Welfare and Development Office, Philippine National Police, Youth and Sports Representative, Real Estate Developer/ Representative, City Treasurer’s Office, City Budget Office, and the City Information Office; and

A Technical Working Group (PTWG) consists of different government and private agencies and organizations from the social, economic, infrastructure, environment, and institutional sectors.

EO 26 directs all CPT members to name their respective alternate and permanent representatives who shall take their place in case of their absence.

The CPT shall be the overall committee responsible for coordinating all technical and administrative activities in

the preparation of the CDP, including stakeholder consultations and meetings; it shall also facilitate the presentation of the draft CDP to the LDC for endorsement to the SP.

The PCG, meanwhile, will coordinate the planning activities, and draft and consolidate the contents of the CDP documents.

The PSG, for its part, shall provide basic information and appropriate administrative support to the planning core group, their department being the main source of data and information and needed resources for profiling and target setting.

On the other hand, the PTWG will assist the PCG for their particular sector in conducting sector and intersectoral analysis, validation, and reports; conducting surveys, consultations/ meetings, workshops; and integrating and finalizing studies, research findings, and consultation/survey outputs.

The EO states that the CPT shall act as the main technical component of the CDC and shall work closely through regular updates and reports with the CDC in crafting the CDP.

The CPT, however, may call upon the assistance of relevant units and/or LGU personnel, through the respective department heads, in the

implementation of various activities relative to the formulation of the CDP.

Everyone is enjoined to participate in CPT’s various activities when requested.
