Acting Mayor Sebastian Z. Duterte has issued Executive Order (EO) No. 23, known as “An Order Creating And Organizing The Davao City Cooperative Development Council (DCCDC) And The Davao City Cooperative Council Advisory Board, Defining Their Duties And Functions, And For Other Purposes” on January 8, 2022.

“In order to provide a system for the policy consultation and coordination of cooperative programs and projects established and to be established in the City of Davao, there is a necessity for the City Government to create the Davao City Cooperative Development Council to serve as an instrument for the collaboration, consultation and coordination in the implementation of various cooperative programs and projects implemented in the City,” the EO states.

EO 23 cited Section 15, Article XII of the 1987 Constitution, which provides that it is a policy of the State to promote the viability and growth of cooperatives as instruments of equity, social justice, and economic development.

Section 2, paragraph (c) of Republic Act ‘No. 7160, or the Local Government Code of 1991, also provides that it is a State policy to require all national agencies and ofļ¬ces to conduct periodic consultations with appropriate local government units, non-governmental and peopleā€™s organizations, and other concerned sectors of the community before any program or project is implemented in their respective jurisdictions.

The new EO also cited Section 4 (cc) of Republic Act No. 11364, also known as the ā€œCooperative Development Authority Charter of 2019ā€, stating that Cooperative Development Authority (CDA) has the power to establish the formation and organization of cooperative development councils in the national, regional, and city levels in order to provide the cooperative movement a system for policy Consultation and program coordination in accordance with the guidelines it prescribes.”

CDA Memorandum Circular No. 2022-03, Series of 2022 covers the formation, organization, and operation of the Cooperative Development Councils at the national, regional, provincial, city, and municipal levels.

The DCCDC consists of the city mayor or his/her duly authorized representative as chairperson and the city administrator as the co-chairperson.

The members are the City Cooperative Development Officer; city directors of the National Government Agencies with cooperative programs; City Development Council Representative representing the cooperative sector; chairperson of the Committee on POā€™s Cooperatives at the Sangguniang Panlungsod; chairpersons of the Secondary Federation and Union cooperatives; chairpersons of primary cooperatives in the 11 political districts of the city; representatives of non-government organizations with cooperative programs; representative of the CDA RFO 11; and a representative from other ofļ¬ces with cooperative programs.

However, representatives from the Offices of the Congressmen may be invited as special non-voting members.

All DCCDC members are directed to name their respective alternate and permanent representative in their absence.

The DCCDC is mandated to assist the City Government of Davao in the formulation of its policies on cooperative development; to coordinate, harmonize, and monitor the implementation of the various cooperative development plans, programs, and projects of the City Government of Davao, National Government Agencies, Government Financial Institutions, and Non-

Government Organizations within the area of the Councilā€™s operation; to oversee and monitor the Philippine Cooperative Medium Term Development Plan (PCMTDP) through the collective efforts of all sectors and to develop such mechanisms as maybe required in line with the PCMTDP; to support, assist, and participate in the holding of cooperative activities such as, but not limited to, the celebration of the cooperative month, and scheduled cooperative congress and summit; and to promote actively and strongly endorse the observance at all times of the universally accepted cooperative principles as reļ¬‚ected in the Cooperative Code in the performance of the above functions.

Meanwhile, EO 23 also formed the Davao City Cooperative Council Advisory Board (DCCCAB), which is tasked to provide non-binding strategic advice to the Davao City Cooperative Council. It will be headed by the City Cooperative Development Ofļ¬cer and the members are the chairperson of the Committee on Cooperatives and P0 of SP, a representative from CDA ā€” RFO 11; a representative of the NGO with cooperative programs, and a representative of the NGA with cooperative programs.

The DCCCAB shall provide recent knowledge, critical thinking and analysis to help in the decision-making processes of the Council; assist the Council in gaining new insights and give specialized information and advice in resolving issues and/or conflicts relating to the implementation of various cooperative programs and projects implemented in the City; and perform such other related functions as may be designated by the DCCDC.

The Davao City Cooperative Development Office, as Secretariat, shall handle all administrative and secretarial functions.

The City Government of Davao will shoulder the cost of operations of the DCCDC and its Advisory Board, subject to the accounting and auditing rules and regulations.
