The City’s Project Monitoring Committee was recognized by the Davao Regional Council XI as the Outstanding Local Project Monitoring Committee, under the CY 2022 Davao Region Excellence Awards for Project Implementation and Monitoring (DREAPIM), for its contribution to project facilitation and monitoring of programs and projects.
The recognition was given during the 1st Quarter RDC XI Full Council Meeting in Mati City on March 24, 2023.
The awarding ceremony is part of the Davao Region’s Excellence Awards in Project Implementation and Monitoring (DREAPIM) implemented by the Regional Development Council (RDC) XI, through the Regional Project Monitoring Committee (RPMC) XI. The awarding aims to recognize exemplary programs implemented by government agencies that support the Region’s development thrusts and priorities, and also to recognize the contribution of Local Project Monitoring Committees (PMCs) in project facilitation, particularly in the monitoring of programs and projects under their jurisdictions.
The Davao City Project Monitoring Committee is composed of City Mayor Sebastian “Baste” Duterte as chairperson, City Administrator Officer-In-Charge Francis Mark H. Layog co-chairperson, City Planning and Development Coordinator Ivan C. Cortez as vice-chairperson. The members include the City Budget Office, City Accountant’s Office, City Engineer’s Office, Department of the Interior and Local Government (DILG)- Davao, President of the Liga ng Barangay, four Punong Baragays as CDC Chairpersons under the Social Development Committee, Economic Development Committee, Environmental Management Committee, and Infrastructure Development Committee; and, and two Civil Society Organization Representatives.
Cortez in a statement said that the award is important for the PMC.
“The commendation as the Outstanding Local Project Monitoring Committee means that the city is practicing a culture of ensuring projects are properly implemented through monitoring and evaluation,” he said, adding that it proved “that we have been pivotal in ensuring that the city implements projects accordingly and that good governance, transparency, and accountability are being upheld.”
“This award is a manifestation of the support of the city’s officials, partners, and stakeholders in ensuring that all development projects of the city are implemented and benefit all Dabawenyos,” Cortez said.
He said that the city’s PMC met the Organization, Planning, Training, Implementation, Reporting, and Efficiency criteria for the award.
Apart from meeting all of the criteria, PMC also ensured that monitoring activities are distributed to all 11 administrative districts and paved the way for the creation of the Constructor’s Performance Evaluation System (CPES), which Davao City is the first to implement in the Davao Region. The CPES ensures that the city’s infrastructure projects conform to the specified requirements on quality, workmanship, and timeliness.
In the implementation of monitoring activities, the PMC’s active participation in the Regional Project Monitoring Committee XI and its on-time submission of accomplishment reports made possible by the Davao City Planning Information System, an online submission platform developed by the City Planning and Development Office, and has monitored a total of 635 development projects.
“The PMC will strive to surpass its current accomplishments and continue to innovate ways for monitoring and evaluation. The Committee will incorporate digitalization in the monitoring of infrastructure projects to align with the development thrusts of City Mayor Sebastian Z. Duterte. Moreover, the PMC will widen its reach by tapping the Barangays to practice monitoring and evaluation in their jurisdictions,” Cortez said. CIO
