A city councilor wants a stricter implementation of the Development and Construction Permit Regulations in support to Mayor Inday sara Duterte memorandum for the stricter enforcement of the Comprehensive Zoning Ordinance.

Councilor Jesus Joseph Zozobrado, the Chairperson of Committee on Rural Housing and Development, said people who are already constructing structures without first securing the necessary permits should be penalized.

“What we want to do is to reject the permit applications of those who already started their construction. That is based on the memorandum of Mayor Sara. Only those projects that have not been started should be given permits and clearances,” he said.

Zozobrado said that there is no need to amend the zoning ordinance but only the strict enforcement of the law.

It may be recalled that Mayor Sara issued the memorandum amid reports that there are development and construction projects that started without the necessary clearances and permits from the city government.

Under the memorandum, the responsible city government offices should first ascertain whether the covered project or development has been started or not at the time of filing of any permits or clearance.

“If a project has been started with any relevant permit lacking, the concerned agency should outright deny the application and endorse the matter to the City legal Officer for appropriate legal action,” the memorandum reads. CIO
