After 26 years of serving the city government of Davao, the chief of the City Information and Technology Center (CITC), Ricarte Franco Jr. is retiring as a public servant effective July 1, 2019.
Franco, who started as a contractual employee of the city government in 1992, headed the CITC as officer-in-charge.
Under his term, he developed the 25 information systems currently used by the city government such as the payroll system, the city registry information system, and the market collection system.
In his farewell speech, Franco thanked the city government for the unrelenting support during his term as CITC head.
“I will be sad because I will be missing my co-employees. I will be leaving with the knowledge that I will always treasure. I want to thank this organization, particularly Mayor Inday Sara Duterte and all the department heads,” he said.
Franco said the learning he gained throughout his service in the city government will remain in him for the rest of his life.
“Saying goodbye is a difficult part for me, but I believe it is for today only. I will leave full of gratitude, joy, and fond memories because all of you shaped me into who I am today,” Franco said. CIO
