Mayor Inday Sara Duterte has created a team to oversee the construction of a Waste-To-Energy facility in the city.
Mayor Inday issued Executive Order No. 18 to create the Project Management Team (PMT), composed of Assistant City Administrator for Administration Lawyer Tristan Dwight Domingo as the Project Manager and Engr. Elisa Madrazo as the Assistant Project Manager. Other city officials are also members of the team.
The Waste-To-Energy (WTE) project is a joint endeavor between the Philippine and Japan governments with Davao City as its intended recipient, and the site of the WTE facility to be built.
Davao City was identified as such after it signified its interest before the National Economic Development Agency Region XI to apply for a possible Japanese grant for the construction of said facility. Its interest on the technology was spurred by a Japan International Cooperation Agency (JICA) study on disseminating Japanese waste management technologies conducted in the city between the year 2015 to 2016, which concluded its viability.
On March 20, the Japanese and Philippine Government signed an Exchange of Notes, whereby the former extended a grant of ¥5,013 billion to fund the implementation of the project in Davao City.
“As of the moment, the Japanese Government is waiting for the signing of the Agent Agreement between the Japanese Government and the Department of Finance”, Domingo said.
“As soon as it is signed, Crown Agents, which is the designated Japanese procurement agent, will work with the DOF and the PMT to finalize the selection of the legal, financial and technical consultants to be hired to help implement the project. Thereafter, another selection or bidding process for a qualified entity who shall be responsible for the design, construction, operation and maintenance of the WTE facility to be built will be made”, he added.
Solid Waste Management is one of the 10 priority agenda of Mayor Inday which aims to address an efficient and sustainable waste management in the city.
