This early, the Davao City government urged business establishment owners to secure a Drug-Free Workplace Certificate from the Philippine Drug Enforcement Agency (PDEA) before renewing their business permits next year.

The PDEA certification is now part of the business permit requirements as specified by City Ordinance No. 0506-13 and Executive Order No. 32, mandating establishments to craft a drug-free workplace program. A drug-free work plan is also mandated by the Department of Labor and Employment.

Before certification is issued, service-oriented establishments employing 10 personnel or more are required to send their assessment team, composed of the Human Resource Manager; Employer’s Representative; Safety Officer; Health Officer; and Worker’s Representative, to undergo training under the City Anti-Drug Abuse Council (CADAC).

The companies will be required to create a three-year treatment and prevention plan and their workers will also undergo drug tests to ensure that the workplace is free from drugs users and pushers.

Connie Domag, the Technical Adviser on Drug Prevention and Rehabilitation of the City Anti-Drug Abuse Council, said the training will prepare business owners in adopting the ordinance and craft a program of their own.

“This will prepare them to comply with the requirements, which are the conduct of random drug-testing for the employees and to formulate a drug-free workplace plan for prevention, rehabilitation, and treatment of employees – in case that during the drug testing, there will be confirmed positive (cases),” Domag said.
