The city government is eyeing to improve its capability to respond to disasters and calamities, with the approval by the executive department of the P436.1 million Davao City Disaster Risk Reduction and Management Fund Investment Plan (DCDRRMFIP).

Sangguniang Panlungsod Secretary Charito Santos certified last February 12 the approval of Resolution No. 03026-19 and Ordinance No. 0695, during the 5th Regular Session of the City Council on February 4.

The ordinance had favorably approved and adopted the Davao City Disaster Risk Reduction and Management Fund Investment Plan (DCRRMFIP) for the calendar year 2019.

The DCRRMFIP, which was prepared by Davao Risk Reduction Management Office officer-in-charge Alfredo Baloran and approved by City Administrator and lawyer Zuleika Lopez, by authority of Mayor Sara Duterte, allocated P436,109,258.00 for several disaster mitigation projects and rehabilitation efforts.

Councilor Danilo Dayanghirang, chair of the committee on finance, ways and means, said around 70 percent of the Fund will form the city’s Quick Response Fund (QRF). The rest is for preparedness, mitigation and prevention.

Included in the DCRRMFIP, according to Baloran, is the P34-million budget for additional CCTV cameras needed by the Public Safety and Security Command Center (PSSCC).

“The cameras are expected to expand coverage of the safety and security monitoring to reduce blind spot areas not covered by the existing city-wide surveillance,” he said.

It also includes the P14-million budget for Phase 1 of the outdoor LED Billboard installation, a composite part of the Early Warning System, where advisories can be flashed and real time situations can be shown – such as traffic congestion or flooded streets. CIO
