The long-time dream of establishing a medical facility to cater to deprived, underserved and disadvantaged Dabawenyos is in the works with the creation of the Executive Committee (EXECOM) and Technical Working Group (TWG) to oversee the steps in setting up the Davao City-owned Public Hospital. 

In her Executive Order No. 41 dated August 19, 2021, Mayor Inday Sara Duterte said the EXECOM and the TWG will oversee the steps in the establishment of the city hospital until its initial operations and the constitution of a management board.

EO No. 41 entitled ā€œAn Order Creating the Executive Committee and the Technical Working Group for the Establishment of the Proposed Davao City Public Hospitalā€, sets the composition and functions of the EXECOM, TWG, and a secretariat. 

The EXECOM is composed of the City Mayor as Chairperson, Chancellor, the University of Philippines Mindanao as co-chairperson with The Office of the Vice Mayor, Chairperson of the Sangguniang Panlungsod Committee on Health, City Health Officer, Director of the University of the Philippines-PGH, and Director of the Department of Health Region XI as members.

Part of the EXECOM’s function is to promulgate policies under the declared state policies of Level III General Hospital as well as the policies, standards, and thrusts of the Department of Health (DOH) and other pertinent laws; in coordination with the Sangguniang Panlungsod, provide for the regular support for the development, operation, and maintenance of the Davao City Public Hospital; recommend to the SP policies on Level III General Hospital and other related development legislation on effective governance management of Davao City Public Hospital; and provide a permanent site for the construction of buildings and offices of the Davao City Public Hospitals.

On the other hand, the TWG is composed of the Technical/Facilitating Committee and the Technical Working Group/Secretariat.

The Technical/Facilitating Committee shall take charge of the performance of the major functions particularly on the creation of the ordinance, physical facilities, and budget allocation. 

This committee is composed of identified City Offices, Sangguniang Panlungsod Committee on Health Chair, City Council Government Reorganization and Appointment Committee Chairperson, DOH Regional Office (Health Facility Development Unit, Health Facility Enhancement Program, City Development Health Office), and the University of the Philippines Mindanao.

The Secretariat is to be chaired by Roger S. Baay, DCPH Project-in-Charge, and co-chaired by Dr. Evelyno Buenaventura. Its members are the identified CHO representatives, UP Mindanao Representatives, and City of Davao Representatives.

The Secretariat will conduct feasibility study; craft five-year development plan including the organizational structure, composition of governing board and possible plantilla positions that will be created and coordinates the same to the offices/agencies concerned; craft the vision-mission statement of the public hospital; prepare relevant health services and equipment to comply to Department of Health- Department Orders (DOH-DOs) pertinent to the health services to be offered; produce manual of operations which includes the administrative and support services, hospital services, research and development, and community extension services; facilitate activities such as but not limited to meetings, workshops for the preparations for the development plan, feasibility study, and project development plan; ensure the completion of pertinent documents relative to the establishment of the local public hospital; coordinate with other stakeholders both public and private per recommendation of the EXECOM; exercise other acts incidental to or appropriate and necessary for the attainment of objectives and purposes of the EO.

A budget for the EXECOM and TWG will be allocated from the available and appropriate resources to fund the operations and activities of the committee including meetings, seminars, capacity building, and other administrative costs, subject to the usual accounting and auditing rules and regulations.
