A Local Verification Committee (LVC) has been formed in Davao City for the Department of Social Welfare and Development’s (DSWD’s) National Household Targeting System for Poverty Reduction (NHTS-PR) Listahanan.
Davao City Mayor Inday Sara Duterte signed Executive Order (E.O.) 52 on October 1, 2021, creating the LVC to help resolve grievances that may arise at the barangay level.
“In its latest survey, the NHTS-PR Listahanan has tapped barangays in the verification of the received grievances from the complainant to be part of the program to support the same in terms of evaluation and/or approval of the grievances,” the mayor said in her E.O.
The NHTS-PR Listahanan of the Department of Social Welfare and Development (DSWD) is the information system of the department that identifies who and where the poorest of the poor households are and who shall be the recipients of any social protection program.
In the Memorandum of Agreement (MOA) dated October 7, 2019 between the DSWD and the Department of Interior and Local Government, the latter committed to enjoin the Local Government Units to assist in the implementation of Nationwide Household Assessment (Listahanan 3) in all phases from the preparatory, data collection,
validation, and finalization of the projects.
The LVC, under the City Mayor’s Office (CMO), is composed of the city mayor or her representative as chairperson while the City Social Welfare and Development Office (CSDWDO), DSWD, and Liga ng mga Barangay as members.
The special body is mandated to resolve on appeal the decision of the barangay verification team on any complaint or grievance relative to the implementation of Listahanan. The appeal shall be acted upon within 10 days immediately upon receipt of the same.
The LVC is also tasked to verify the veracity and completeness of the list of the household affected and identify and certify households that have not been assessed based on appeals and grievances received.
CSWDO, which shall serve as secretariat, is ordered to perform all secretariat functions including records keeping.
E.O. 52 shall take effect immediately upon promulgation.
