To effectively execute its duties, functions, and purposes and ensure the continuity of plans for tourism development, the City Government of Davao has reconstituted the Tourism Council of Davao City.
Mayor Sebastian “Baste” Duterte Duterte signed Executive Order (EO) No. 58, Series of 2022, also known as “An Order Reconstituting the Membership of the Tourism Council of Davao City,” on October 13, 2022.
EO 58 cites Section 18 of Republic Act No. 7160, known as the “Local Government Code of 1991,” which authorizes LGUs to establish an organization that shall be responsible for the efficient and effective implementation of their development plans, programs, objectives, and priorities.
“Tourism in Davao City has been steadily gaining momentum in recent years, and as a result, has immensely contributed to the City’s rapid development,” the EO states.
The City Government issued EO 21, Series of 2017 (An Order Creating the Tourism Council of Davao City), to ensure the preparation and implementation of a tourism development plan, the enforcement of standards, and the statistical data for tourism purposes.
The Tourism Council of Davao City is composed of the city mayor as the chairperson or in his absence, the assistant city administrator for operations as his duly authorized representative; and the Sangguniang Panlungsod Committee on Tourism and Beautification chairperson as the vice-chairperson.
The Council’s members include the heads of the City Tourism Operations Office (CTOO), City Legal Office, City Planning and Development Office, Public Safety and Security Command Center, Department of Tourism Region 11, and Association of Barangay Captains.
Also, members of the Council are representatives of Davao City of Chamber of Commerce and Industry Inc., Davao Tourism Association, Davao Travel Agencies Association, Davao Association of Tourism Operators, Hotels and Resorts Sales and Marketing Association, Small Hotels Association of Davao, Guide Davao, Restaurant Owners Association of Davao City, Davao Wellness and Spa Association, National Association of Independent Travel Agencies, Tourism Education Association of Davao City, Davao Event Suppliers Association, and Davao City Chinatown Development Council.
One representative each from tourist transport providers, mall operators in Davao City, airline operator/s, and Davao International Airport Authority, along with two representatives from other tourism-related business operators to be identified by the CTOO complete the membership.
The members, according to EO 58, are directed to name their respective permanent alternate representative who shall take their place in case of their absence.
The Council is mandated to “ensure the preparation and implementation of a tourism development plan, the enforcement of standards, the collection of statistical data for tourism purposes, and monitor the enforcement of tourism laws and regulations, such as, but not limited to, the Tourism Development Code of Davao City.”
The new EO also directs the Council to encourage active participation of all tourism sectors or players, including those who are unorganized, in a manner that encourages sustainable tourism development; and to form Ad hoc committees to address special concerns which may be related to a particular matter or a tourism-related activity.
The CTOO is designated as the secretariat, which will ensure and provide for all the clerical, secretarial, and administrative work related to the Council’s functions.
The available funds of the City Government of Davao shall cover the Council’s operations, including the payment of honoraria, and incidental and other expenses subject to the usual accounting and auditing rules and regulations.
