The City Government of Davao has reorganized and reconstituted its Project Management Committee (PMC) through Executive Order (EO) No. 57, Series of 2022.

EO 57, signed by Mayor Sebastian “Baste” Duterte on October 13, 2022, states, “there is a need to institutionalize a comprehensive and decentralized project monitoring and evaluation systems with the kind of timeliness that is necessary in order to take quick action on problems that are confronted in the implementation of programs and projects at the lowest level.”

The new EO cites Section 455, Article I of the Local Government Code of 1991, which provides that the Local Chief Executive shall exercise general supervision and control over all programs, projects, services, and activities to ensure efficient, effective, and economical governance and for the general welfare of the local government and its inhabitants.

It also cites Memorandum Order No. 175, series of 1988, issued by the Office of the President on May 23, 1988, creating the PMCs at the provincial, city, and municipal levels to facilitate project implementation, monitoring, and evaluation of projects funded from the national government and local government funds.

EO 57 also refers to Executive Order No. 376, Series of 1989 issued by the Office of the President and amended through Executive Order No. 93, series of 1993, which established the Regional Project Monitoring and Evaluation System (RPMES) to facilitate the monitoring and evaluation of programs and projects implementation which shall include all foreign and nationally-funded projects, including development projects from the Internal Revenue Allotment (IRA) share of Local Government Units (LGUs) or supported by funds released directly to the city, and projects funded from locally generated resources.

The Department of the Interior and Local Government (DILG) Memorandum Circular No. 2019-188, issued on April 7, 2020, enjoins LGUs to organize, reactivate, or reconstitute the Local PMCs in their areas of jurisdiction.

Davao City’s PMC is chaired by the city mayor with the city administrator as co-chairperson and the City Planning and Development coordinator as the vice-chairman.

The members are the Association of Barangays Captains president (as a member of the City Development Council Executive Committee), city engineer, city budget officer, DILG city director, one representative of a Non-Government Organization, and People’s Organization (NGO/PO) elected to the PMC by all the NGOs in the City Development Council (CDC), one representative of an NGO that is a CDC member, CDC chairperson of the Social Development Committee, CDC chairperson of the Economic Development Committee, CDC chairperson of the Infrastructure Development Committee, and CDC chairperson of the Environment Development Committee.

However, EO 57 maintains that in the absence of the CDC Committee chairperson, the vice-chairperson shall be the official designated representative.

The EO mandates the PMC to provide up-to-date and relevant information on the overall status of project implementation at each level for timely program/project adjustments, planning, and budget allocation; ascertain issues and concerns which impede project implementation for remedial actions at the CDC and committee levels and elevate unresolved issues and problems at the appropriate offices and institutions at the city level for resolution and final action; institutionalize problem-solving sessions (PSS) as a mechanism to address issues and concerns related to the implementation of programs, projects and activities (PPAs); and assess and ascertain whether development programs and projects implemented are delivering results in support of city development goals and plans as well as regional and national development thrusts and priorities.

The PMC, as per EO 57, shall also monitor programs, projects, and activities (PPAs) including all foreign and nationally-funded projects, funds directly downloaded to the city which are implemented within the LGU, and PPAs funded from the Annual Development Fund (ADF) and locally generated resources from project startup stage to post evaluation stage.

The EO also assigns the Office of the City Planning and Development coordinator as the secretariat of the local PMC.

The PMC’s operational and other related expenses shall be chargeable to the approved General Lumpsum Appropriation of the approved budget of the City Government of Davao, subject to the approval of the PMC in consonance with the usual accounting and auditing rules and regulations.
