The City Government of Davao issued Executive Order (EO) No. 56, Series of 2022, or “An Order Promulgating And Adopting The Implementing Rule And Regulations Of The City Ordinance No. 085522, Series of 2022, Otherwise Known As The Davao City Sustainable Livelihood And Entrepreneurship Program (DCSLEP) on October 10, 2022.
EO 56, signed by Mayor Sebastian “Baste” Duterte, cites Section 9, Article II, of the 1987 Philippine Constitution, which declares that the State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all.
It also cites Republic Act 11032, also known as the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018,” which further states that the Local Government Unit is mandated to increase the efficiency of the delivery of government services and establish effective practices to ensure the timely and efficient delivery of services and release of financial assistance to its chosen beneficiaries.
The City of Davao, through Ordinance No. 0855-22, Series of 2022, otherwise known as “An Ordinance Instituting the DCSLEP,” promulgates the overall guidelines in the provision of financial assistance and livelihood projects to micro and small enterprises to ensure their continuing viability, growth, and enhance productivity for uplifting MSMEs’ socio-economic status.
Under EO No. 25, Series of 2022, a Program Management Committee (PMC) was organized to handle the efficient formulation and implementation of the IRR for the DCSLEP.
The DCSLEP, based on the IRR, refers to the livelihood assistance program of Davao City to be implemented by different departments, including the City Cooperative Development Office (CCDO), City Agriculturist Office (CAgrO), City Veterinarian’s Office (CVO), and City Social Welfare And Development Office (CSWDO) with several livelihood assistance programs.
The PMC composition, as provided in the IRR, is headed by the city mayor as the chairperson and Sangguniang Panlungsod Commitee on Cooperatives and People’s Participation as vice-chairpson with the heads of CCDO, CAgrO, CVO, CSWDO, and Integrated Gender and Development Division (IGDD) as members.
The CCDO shall also serve as the secretariat of the PMC.
The PMC is tasked to oversee the overall operation, implementation, and evaluation of the DCSLEP; formulate and institute policies and procedures not covered by the Ordinance that prescribes the IRR of the various livelihood programs of each department; approve all loans from various departments as contained in the Ordinance and sign the loan agreement and all instrumentalities as needed; institute safety measures in the regulation of the trust fund accounts; grand condonation and/or amnesty to the beneficiaries in times when the repayment of a beneficiary is impossible.
