Davao City Mayor Sebastian “Baste” Duterte has reconstituted the Program on Awards and Incentives for Service Excellence (Praise) Committee through Executive Order (EO) No, 37, Series of 2022, which he signed on September 1, 2022.
EO 37 cited Civil Service Commission (CSC) Memorandum Circular No. 01, Series of 2001, issued pursuant to CSC Resolution No. 010112 dated January 10, 2001, adopting the revised policies on Praise and requiring the establishment of an employee suggestions and incentives awards system.
“To promote organizational productivity in the local government, there is a need to recognize and reward employees for their suggestions, ideas and accomplishments,” the EO stated.
It also underscored the need to reconstitute the City Government of Davao Praise Committee in compliance with existing laws and applicable issuances.
EO 37 mandated that the Praise committee shall be composed of the city mayor or his duly authorized representative as chairperson, head of the human resource management, or duly authorized representative as vice-chairperson.
The committee members include the heads of the City Legal Office, City Budget Office, City Planning and Development Office, and first and second-level representatives of DaCHEA, the employees’ union. They are required to name their respective permanent alternate representatives.
EO 37 mandated the Praise Committee to establish a system of incentives and awards to recognize and motivate employees for their performance and conduct; formulate, adopt and amend internal rules, policies and procedures to govern the conduct of its activities which shall include the guidelines on evaluating the nominees and the mechanism for recognizing the awardees; determine the forms of awards and incentives to be granted; monitor the implementation of approved suggestions and ideas through feedback and report; and prepare plans, identify resources, and propose a budget for the system on an annual basis.
The special body is also tasked to develop, produce, distribute a system policy manual, and orient the employees on the said subject; document best practices, innovative ideas and success stories which will serve as promotional materials to sustain interest and enthusiasm; submit an annual report on the awards and incentives system to the CSC on or before the 30th of January of each year; monitor and evaluate the system’s implementation every year and make essential improvement to ensure its suitability to the agency; and address issues relative to awards and incentives within (15) days from the date of submission.
A Technical Working Group (TWG) and/or Secretariat from the Human Resource Management Office (HRMO) is responsible for the documentation of the proceedings, preparation of reports, and other technical or secretarial works as may be required.
All funding requirements for the committee’s operational and incidental expenses will be included in the city’s annual budget.
