City Engineerâs Office Head Atty. Joseph Dominic Felizarta, C.E., told the City Information Office that they will continue to follow what the Anti-Red Tape Authority (ARTA) has prescribed, along with the continued use of feedback mechanisms as required by the International Organization Standardization (ISO).
The City Engineerâs Office (CEO) is looking forward to a more efficient service as it prepares to move into a new building, which is now in the final stages of completion.
âWith the new building, we will provide the same service. We will comply with the number of days required by the ARTA and the ISO because it is what the standard is,â Felizarta said.
The City Government, through its Citizen’s Charter Handbook 2022, prescribes the number of hours or days for the City Engineer’s Office to process requests. The Citizen’s Charter is the city’s compliance with the requirements set by the ARTA, which is mandated by Republic Act No. 11032 to monitor and ensure compliance with the national policy and anti-red tape, and ease of doing business in the country.
The charter is also part of the compliance of the city to the International Organization for Standardization (ISO), which has required feedback mechanisms to ensure that transactions are done in each office with efficiency.
Felizarta said that the new building, which would be opened late next month or in September, will provide a more conducive environment though, and will help further boost the morale of CEO employees towards a more efficient service.
The building is located on the Andres Bonifacio Rotunda.
The project started in 2018 with a Php 162 million budget. The chunk of the fund, Php 102 million, came from DPWH – Php 60 million for the building and Php 42 million for the special furnishing. The remaining Php 60 million came from the local government.
He said that for the furnishings alone, the Department of Public Works and Highways (DPWH) has allocated Php 42 Million. As of July 19, 2022, the completion of the project under the said budget allocation is already at 70 percent.
âDPWH ang nag-fund kay naay may mga hinabang ang DPWH, especially nga naa diha ang building office, ang building official is under man sa Secretary of DPWH. (The DPWH has funded part of the project, we receive assistance from them, especially that it will also serve as the Building Office, the Building Official is actually under the Secretary of the DPWH),â he said.
Felizarta said that the City Building Official (CBO) will occupy the first two floors while the remaining floors will be occupied by the CEO.
Aside from the CEO, Felizarta said that also soon to be opened is the new City Health Office.
âAng CHO elevator nalang ang ginahulat and possible na madungan ang inauguration (The CHO building’s elevator is what we are waiting for and the inauguration may be simultaneous),â he said.
The CEO and CHO buildings are among the projects of former Mayor Inday Sara Duterte that aimed to provide offices with suitable and comfortable working spaces. CIO
