To further strengthen the monitoring and evaluation system for gender-sensitive programs and projects in Davao City, the City Government established the Gender and Development Monitoring and Evaluation Team of Davao City.
The team was created through Executive Order No. 23, Series of 2023, which was signed by Davao City Mayor Sebastian Baste Duterte on August 25, 2023.
Its general functions are to establish, enhance, strengthen, and maintain gender-responsive monitoring and evaluation (M&E); invite the concerned implementing office or unit of the GAD PPAs during the monitoring and evaluation period; monitor the implementation of the annual Gender and Development Plan and Budget, and assess the status of the LGU’s institutional mechanisms on gender mainstreaming annually; prepare annual status reports on the institutional mechanisms on gender and mainstreaming and submit these to the DILG Regional Office for consolidation; submit the annual Gender and Development Accomplishment Reports formulated based on their GAD Planning and Budgeting (GPB) to the DILG Regional Offices not later than the end of January of the succeeding year for review and consolidation; evaluate the outcomes of the LGU GAD policies, programs and projects and submit a GAD Evaluation Report to the DILG Regional Office at the end of the Local Chief Executive’s three-year term. The submission shall be done not later than June of the next term
The GAD Monitoring & Evaluation Team shall be composed of the GAD Focal Point System (GFPS) Technical Working Group as chairperson, and as members the Office of the City Planning and Development Coordinator, City Human Resource and Management Office, City Budget Office, Local Government Operations Officer- Department of the Interior and Local Government, Representative of the City Mayor, Civil Society Organization Representative from Women’s Organization and
Civil Society Organization and Representative from the Academe.
The Integrated Gender and Development Office Head is the designated Secretariat.
The creation of the body is in line with the Philippine Commission on Women (PCW), Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM), and National Economic and Development Authority (NEDA) Joint Memorandum Circular (JMC) No. 2013-01, as amended, entitled, “Guidelines on the Localization of the Magna Carta of Women”, which provides that all Local Government Units (LGUs) shall create and maintain a gender-responsive Monitoring and Evaluation system.
