The Davao City Police Office, in partnership with the Local Council for the Protection of Children, launched the Oplan Kilos campaign this week.

The campaign, also dubbed as “Kababainhan/Kabatan-onan/Kalalakin-an Igiya Laban sa Pagpanglugos,” is a proactive community-based measure to address the rape and sexual abuse cases in the city.

Oplan Kilos not only enhances police action against sexual crimes, but also espouses the participation of barangay leaders, youth groups, women’s associations, the academe, and faith-based organizations in the community.

The Intergrated Gender Development Division (IGDD), City Social Welfare Development Office (CSWDO), and the Special Office for Children’s Concerns (SOCC) are also collaborating with the security cluster to educate and empower women and children through lectures, training, and skills development programs.

The DCPO first launched the campaign on Tuesday in Barangay Bago Oshiro followed by Barangay Baliok.

The campaign was also launched in Barangays Bunawan and Sta. Ana on Wednesday.

On Thursday, the DCPO launched the Oplan Kilos in Calinan and Baguio District.

“This campaign is just a part of the broader effort to eliminate cases of sexual crimes,” said Police Station 11 (PS11-Baguio) Station Commander PMaj Mark Lester Jalon during the Oplan Kilos social forum on Thursday at Carreon Function Hall in Baguio District.

Jalon added that under the Oplan Kilos, families in the barangays are segmented into clusters and are then given development trainings, symposiums, and lectures, to give awareness to predatory behavior and arm them with the knowledge on how to help victims of sexual crimes.

DCPO Deputy City Director for Administration PLtCol Jed Clamor said that the campaign will have favorable results as long as all sectors involved unite for the same goal.

He said last year’s 144 reported rape cases is extremely alarming especially since Davao City had been consistently recognized for its low crime rate. This is why, Clamor said, the DCPO is completely committed in making sure that the Oplan Kilos will be a success.

The DCPO is set to launch the campaign in Paquitabo on May 9, in Marilog on May 11, and in Talomo on May 12. CIO
